The laws, which will eventually be enacted in every jurisdiction under a national agreement, bring the computer game ratings system into line with that used for films.
Currently the highest rating for computer games is MA15+ which means games that are for sale to adults only overseas are usually banned or given the lower classification so children can still access them here.
ACT Attorney-General Simon Corbell said the R18+ category gave governments more control over the distribution of games which may have content that children should have restricted access to.
"The ACT Government has been a strong advocate in national discussions on the issue of an R18+ classification for computer games in Australia," he said today.
If passed, the ACT laws will come into effect on January 1, 2013.
